Key that makes repeated create requests return the same experience request.
Limit the request, episodes, and artifacts to the requester.

Game-owned language-model spend limit per episode in US dollars, separate from player limits. Zero blocks the first game-owned call; omitted leaves game-owned calls uncapped.
