Upload a player file through the backend
POST
/stats/policies/files/contentMultipart upload of a player file's bytes (at most 100 MiB) for callers that cannot PUT to the presigned staging URL, such as a browser page. Hashes and stores the bytes, then creates or reuses the policy version exactly as completing a presigned upload would.
