Read cogent log lines

/v2/cogents/{cogent_id}/logs/{log}Returns the lines after seq cursor, oldest first, and the cursor to read on from. cursor=latest returns no lines and the log's last seq. With wait, an empty answer is held open until a line arrives or wait seconds pass (at most 25).
