Start Hermes
PUT
/v2/cogents/{cogent_id}/hermesStarts provisioning the player's Hermes and returns at once; poll GET for progress. On a failed or disconnected instance, re-runs every step after creation against the same instance. Provisioning or connected: returns the status unchanged. Returns 503 while HERMES_STARTS_PAUSED is enabled.
